2.1.12 UK PSR Changes

A new host-level Scheme Preference maintenance (PMDSCMPR) is introduced to select PSD2 or UKPSR, with the existing PSD Preference screen enhanced and renamed to PSD/PSR Preference Detailed (PMDPSDMT). UKPSR validations, including sending and receiving bank country checks, apply only when UKPSR is selected; otherwise processing defaults to PSD2 (and PSD2 is the fallback if no scheme preference is maintained) for outbound CBPRPlus and TARGET2 pacs.008 across manual, SPS, C2B, MT101, and pain.001-originated flows.
