1.2 Upgrade Fusion Middleware

There is an infrastructure upgrade required (from 12.2.1.4.0 fusion middleware to 14.1.2.0.0 fusion middleware) when upgrading from OFSLL 14.12.0.0.0 to OFSLL 15.0.0.0.0.
