Retrieving a Data-Export Manifest

Use `GETMANIFEST` to retrieve the manifest JSON for a data-export object and batch run:

./pbsm-automate getmanifest <code> <batch-run-id>

The response includes export file details, execution information, row count, as-of date, PAR URL expiry, and run status.
