Removal of common profile switches related to BO/Cognos

• The following references and common profile switches have been removed in this release, along with any references made by the application:
  • FAILED RECIPIENTS STATUS EMAIL ADDRESS
  • BO WEB URL
  • COGNOS AUTHENTICATION ENTERPRISE
  • COGNOS SINGLE SIGN ON ENABLED
  • COGNOS WEB URL
• The Oracle Argus Insight menu to invoke BO and Cognos has been removed.
