Can no longer start visits in a retired site
What's changed
Now when a site is retired, any visits that haven't been started no longer appear in the Next Visits column for site users, so site users can't start any new visits.
If a retired site is made active again, visits that haven't been started once again appear in the Next Visit column, and site users can start visits again.
Who sees the change: Site users who enter subject data.
Why
Data entry wasn't allowed when a site was retired, so visits shouldn't have been allowed to be started.
Preventing a visit from being started is useful for when a site is made active again after retirement. When a site user starts a visit, the visit from the most recent study design that was assigned to the site appears.
