Site, depot, setting, and user management stability improvements

Error message no longer appears for valid Production URL

Study designers: On the Device Service tab, when you update the Production URL field with a valid URL path, the error message no longer appears. Previously, if you entered an incorrect URL in the Production URL field, and then corrected that URL, the error message still appeared.
