About public health surveillance

With the public health surveillance capabilities in Oracle COVID-19 Patient Monitoring System, you can track the population trends for symptoms, exposure, and preventative actions related to COVID-19 by inviting the public to report daily activities.

The public health surveillance capabilities help organizations and the US Department of Health and Human Services (HHS) understand the socio-demographic, behavioral, and clinical risk factors for contracting COVID-19. Organizations can work in the system as long as they have a medical monitor who can periodically review the data for anomalies and act on the data.

To collect data from their communities, an organization invites individuals who haven't been clinically diagnosed with COVID-19 to participate. The participants report their daily symptoms, health-seeking behaviors and treatments, COVID-19 contact, and use of personal protective equipment.

Adults complete the adult daily update, and pediatric participants complete the pediatric daily update. Each organization can decide whether pediatric participants switch to the adult daily update upon turning 18. Adult caregivers can complete daily updates on behalf of children, adolescents, and anyone who is incapable of completing their own updates. Individuals with caregivers can complete their own daily updates if they want.

Each participant receives a request to share a daily health update by email, text, or both. Participants can quickly access the system and use a device of their choice, including a mobile phone, tablet, laptop, or desktop computer. And, they do not need to remember a user name or password to access their daily update. They just select the link in the request and answer a short list of questions. Most participants complete the questionnaires in a minute or two. Participants who consistently complete their questionnaires receive recognition through reporting streaks.
