32345049 - Add Topic Link is incorrectly displaying topics for which the user has View Topic permission

Before

In the 9.1.0.1 release, the Add Topic Link window, which required the user to have Edit Topic permission, incorrectly included topics for which the user had only View Topic permission.

After

The Add Topic Link window now correctly displays only topics for which the user has Edit Topic permission.
