Drop support for Microsoft Internet Explorer and, instead, support Edge (32360519)

Because Microsoft has discontinued their Internet Explorer browser and replaced it with the Edge browser, Internet Explorer in Oracle Empirica Signal has been replaced with Edge.

Due to this implementation, the following issues that occurred only in Internet Explorer have been removed from the Oracle Empirica Signal Known Issues document: 16376736, 16377251, 21243358, and 23502120.
