Failed runs do not result in a failed ISM refresh; refresh status remains blank (22162647)

Oracle Empirica Signal detects when a refresh fails due to a failed or cancelled run. The refresh is marked as either Failed or Cancelled and other runs associated with refresh are cancelled.
