Prerequisites to load WHODrug dictionary

The WHODrug Global and Chinese dictionary files (Global - TXT format prior to March 2026 and CSV format from March 2026. Chinese - CSV format always) should be zipped and available in the user's local directory.

The ZIP file should contain the dictionary files. The ZIP file can have nested zip files or folders clubbed together as one ZIP file for upload.
