In rare cases involving customized workflow configurations that had been reordered and reimported, planned actions could remain in the Planned state when a topic was created. Standard out-of-the-box workflow configurations are not affected.

After

Planned actions now activate as expected when a topic is created, regardless of how the topic workflow states are configured or ordered. This ensures actions transition automatically to their intended active state and provides more reliable workflow execution.
