Inactive Argus codelist values missing asterisk prefix in read-only Intake form fields

Inactive Argus codelist values were not prefixed with an asterisk when displayed in Read-only mode on the Intake form if the value was configured with the Display value set to False in the codelist. (39349081)

After

Inactive codelist values are now consistently prefixed with an asterisk in the read-only Intake form.
