2 IDCS service principals

This patch enables support for Oracle Identity Cloud Service (IDCS) service principals as part of the customer onboarding and deployment process for Safety One Argus.

This enhancement ensures compatibility with the latest IDCS requirements for secure provisioning and authentication. The change has no impact on user access, roles, or configurations; it affects deployment only, which is handled by Oracle.
