When submission summary milestones were being calculated for a study, the "Summary milestones are being calculated" message displayed and prevented access for other studies that did not have a submission change. We modified this behavior so that now when there is an update to a submission on a study site, and submission summary milestones are being calculated for that study, the calculating summary milestone message displays for that study, and the summary milestone table is accessible to other studies that did not have a change to a submission.
