This fix resolves an issue where the transmitter email in Phlex outbound messages displayed the person who completed the document instead of the IP Package. Now, the transmitter email reflects the person who completed the IP Package, including cases where the final step was completed automatically.	CHK-51494	2
We corrected an issue that occurred if you sent a Principal Investigators POST API request with the “active” field set to false. This resulted in sites no longer displaying in the UI for the country. Now, the API rejects replace requests where “active” is set to any value other than true, and the error message detail directs you to remove the “active” attribute or set it to true.	CHK-51674	3
