1 Oracle Jail Management System Capabilities

This document provides an overview of the functionality available in the Oracle Jail Management System (“JMS”). JMS supports inmate and facility management throughout the inmate lifecycle, including intake and booking, custody and housing, release, reporting, and administration.

System Capabilities

JMS includes the following capabilities:

Intake, booking, and release. Configurable guided workflows support intake, booking, and release processes, including configurable required and optional steps and a processing-status dashboard that provides visibility. Available functions include arrest and booking forms, configurable dynamic forms and assessments, property intake, inventory, and release, initial classification, cell-assignment recommendations and release processing.
Custody, court, and sentence management. JMS maintains charge, hold, bail/bond, court, and sentence information throughout an inmate’s custody period. Functions include court scheduling and outcome tracking, configurable sentence calculations and reductions, charge resolution and disposition tracking, and related custody-history information.
Classification and housing. Configurable classification questionnaires and classification history support housing and security decisions. Keep Aways help staff identify individuals who should not be housed together or assigned to the same activities. Inmate tags provide visible, configurable alerts for important in-facility considerations, such as medical, behavioral, security, or operational needs. JMS supports temporary cell assignments, cell recommendations based on factors such as sex, classification, current Keep Aways, and tags, as well as intra-facility and inter-facility transfer processing.
Activities, incidents, and discipline. Inmate and staff activity logs record scheduled activities and participation, including individual or bulk activity scheduling and refusal tracking. JMS also supports incident reports with narratives and attachments, disciplinary-hearing scheduling, sanctions for facility-rule violations, and related disciplinary history.
Forms, reporting, and administration. Configurable dynamic forms and standalone modules support agency-defined processes and flexible data collection. Reporting and analytics capabilities include inmate and population reporting, saved searches, and user dashboards. Administrative features include audit logs, inmate record and incident report sealing, task management, and configurable role-based access to records and functions.
Core person records. JMS includes a centralized person index containing available current and historical person information. Records may include demographics, addresses, associates, identification numbers, aliases, physical descriptors, emergency contacts, employers, booking history, alerts, and notes.
