A defect has been identified in ArcGIS Enterprise 11.3 REST API where the applyEdits operation fails when multiple records in the same request include fields of type esriFieldTypeTimestampOffset and share the same field structure.

Requests are processed successfully when a single record includes a TimestampOffset field, or when multiple records include a TimestampOffset field and the field structure varies between records (not all records include the same set of fields).

This limitation impacts the OU WACS ArcGIS Asset Update process flow. The issue has been addressed by ESRI and is resolved in ArcGIS Enterprise version 11.5.
