Server Enhancements

• Fixes and enhancements to the GE ISx interface.
• Fixed bug in the TransmitGate filter related to Python 3.8 syntax error.
• Fixed bug that could occur during DNP3 Master control/write operations.
• Fixed that could occur during online loading of batch files (i.e. loading and unloading batch files while LEC Server is running).
• Enhanced the LecAioHttp Python module/framework to allow scripts to pass authentication credentials to in to client requests.
• Fixed bug in the SharedScript Python module/framework that is used to create custom user filters.
