1.1.1.1.1 Update Replication Factor and Partition Count for Internal Topics

For the internal topics, you can now directly update the database with the replication factor and partition count parameters.

To update these parameters directly in the database:

1. Stop OSA.
2. Set the parameters internal.partition.count and internal.replica.count to a desired count in the OSA_SYSTEM_PROPERTY table in the metadata database.
3. Start OSA.
