If the sum of the configured values of all minimum threads constraints in a partition exceeds this configured value, a warning message will be logged and WLS will limit the number of threads the self-tuning thread pool will allocate to the partition to satisfy its minimum threads constraints. A value of 0 means no limit is imposed on the partition.
