TAF session recovery is inactive as TAF is not enabled.
Cause
As TAF has not been enabled, the recovery of database sessions from network errors is not active.
Action
If connection recovery of database sessions from network errors is required, enable TAF and set the TAF FAILOVER_MODE TYPE to SELECT or SESSION.
