Cause
PEMCLIENTPRIVATEKEYFILE is not set to enable two-way handshake.
Action
Set "CPPDRIVEROPTIONS SSL PEMCLIENTPRIVATEKEYFILE filename.pem" in your Oracle GoldenGate GLOBALS or in the Extract parameter file.
