Region 1 has a VCN with 2 Availability Domains (AD1 and AD2) and 2 subnets (Subnet A and Subnet B). The active database is in AD1, Subnet A and the First Standby Database (RO) is in AD2, Subnet B. DataGuard Maximum Availability SYNC Mode is in AD2, Subnet A.

Region 2 has a VCN with one Availability Domain (AD1) and a DR Database (RW) in Subnet A.

The flow goes from the Active Database to DataGuard Maximum Availability SYNC Mode to the First Standby Database in Region 1, and then to Region 2 using Golden Gate Active-Active to the DR Database.
