Stage to IOT

The EMBL/SwissProt loaders internally uses staging tables to avoid blocking on multiple sessions. After loading the EMBL/SwissProt reference files using their corresponding APIs, invoke the Stage to IOT API. This moves data from the staging table onto the final target table.
