Select AI Agent memory and interoperability enhancements

On Autonomous AI Database on Dedicated Exadata Infrastructure, Select AI Agent supports configurable short-term and long-term memory lengths, along with APIs to describe and run tools, discover agent teams, inspect team capabilities and run state, and set the execution state for waiting team runs.
