Support for Kubernetes versions 1.11.8 and 1.12.6

To address a recently published security vulnerability in Kubernetes (CVE-2019-1002100), Container Engine for Kubernetes now supports Kubernetes versions 1.11.8 and 1.12.6. Note the following:

Thirty days after the above release date, Container Engine for Kubernetes will cease support for all Kubernetes 1.10.x versions (for example, version 1.10.11 will cease to be supported). As a result, you will no longer be able to:
- create new clusters running Kubernetes version 1.10.x
- add new node pools to existing clusters running Kubernetes version 1.10.x
If you currently have existing clusters running Kubernetes 1.10.x versions, Oracle strongly recommends you immediately upgrade those clusters to Kubernetes version 1.11.8 or version 1.12.6.

Container Engine for Kubernetes no longer supports Kubernetes 1.11.x versions prior to version 1.11.8 (for example, version 1.11.5 is no longer supported). As a result, you cannot:
- create new clusters running earlier Kubernetes 1.11.x versions
- add new node pools to existing clusters running earlier Kubernetes 1.11.x versions
If you currently have clusters running Kubernetes 1.11.x versions earlier than 1.11.8, Oracle strongly recommends you immediately upgrade those clusters to Kubernetes version 1.11.8 or version 1.12.6.
