This feature allows you to use TCPS to connect when registering external databases in Oracle Cloud Infrastructure, in addition to TCP that was available in the previous versions.  TCPS is TCP/IP with SSL. This protocol enables an Oracle application on a client to communicate with remote databases through TCP/IP and SSL, which provides higher security than TCP alone.  For more information see Creating and Managing an External Database Connection.
