Kubernetes Engine support for enabling instant failover for network load balancers

When provisioning an Oracle Cloud Infrastructure network load balancer for a Kubernetes service of type LoadBalancer, you can now use an annotation to enable instant failover for the network load balancer that Kubernetes Engine creates. When you enable instant failover, existing traffic is redirected to a healthy backend server if the current backend server becomes unhealthy.
