  Before you begin
You can start a server
      instance so that at the end of its startup cycle, the server is in the
      ADMIN state. In this
      state, WebLogic Server is up and running, but available only for
      administration operations, allowing you to perform server and
      application-level administration tasks without risk to running
      applications. For more information, see ADMIN State.

After you finish
When you are ready for the server to receive other types of requests, you resume it as described in Resume a server.
