Stopping a Web application makes it unavailable to WebLogic Server clients. Stopping an application does not remove the deployment files from the server; you can later restart a stopped application by clicking its Start button.
When you stop the applications but choose to continue servicing administration requests, the applications stop servicing client requests but continue serving administration requests until you choose a different start or stop option.
