Create a Deduction Information Card at the Payroll Relationship Level
This procedure describes how to use the Manage Calculation Cards task to create a Deduction Information calculation card if one wasn't created automatically when the employee was hired. It also shows how to create a tax reporting unit (TRU) association and the association details.
Before You Start
Before you create the calculation card for an employee, ensure that you do these steps.

Define all legal entities and related information, including payroll statutory units (PSUs), legal employers, TRUs, and registration information.

Define element eligibility for the Aggregation Information element.

Complete the new hire process for the employee, and ensure that the employee has a valid payroll relationship with a Chinese PSU.
Create the Calculation Card

From your Home page, navigate to My Client Groups > Payroll > Person Information.

On the Search Person page, search for the person and from the Actions menu, select Calculation Cards.

On the Calculation Cards page, click Create to open the Create Calculation Card page.

Select Deduction Information in the Name field, and click Continue. The Manage Calculation Card page appears, and the Calculation Card Overview panel shows the calculation groups available for this card.
Define Association Information

Select Associations in the Calculation Card Overview panel.

Click Create in the Associations section.

In the Tax Reporting Unit field, select the TRU.

Leave the Calculation Component field blank to associate all components on the card with this TRU by default.

Click Save.
Note: You must save the association before you can create association details. -
In the Associations section, select the association you just created and then click Create in the Association Details section.

Select the assignment number.

Select the Aggregation Information component.

Click Save and Close.

You can now set up individual income tax and social security deductions for this employee using this task or the Batch Loader.
