Setting Up Permit Health Monitor

Permit Health Monitor is an AI agent that reviews selected permit health metrics from Oracle Transactional Business Intelligence, compares recent activity with historical patterns, and sends an email notification when negative trends exceed the configured threshold.

Use Permit Health Monitor to help agency staff identify permit workload trends without manually reviewing the Permit Health Metrics dashboard. For more information about using the agent, see Monitoring Permit Health Trends.

Permit Health Monitor is available for permits. It’s intended for agency business users, supervisors, building officials, administrators, and other decision-makers who need visibility into permit workload trends.

Before you begin, your agency must confirm that OTBI is set up, the Permit Health Metrics dashboard is active, and users have access to it. After setup, Permit Health Monitor doesn’t have a separate user interface. Its primary output is an email notification with a link to the OTBI Permit Health Metrics dashboard.

Setup Overview

Let's take a look at setting up Permit Health Monitor:

  1. Create an agency-specific Permit Health Monitor agent from the delivered template in AI Agent Studio.

  2. Review the generated workflow.

  3. Configure the email recipients.

  4. Configure the runtime values.

  5. Add a schedule.

  6. Add an agency-specific SLA or threshold document. (Optional)

  7. Publish the agent.

Creating the Permit Health Monitor Agent

In AI Agent Studio, use the delivered Permit Health Monitor template to create your agency-specific agent.

Use the template to create your agency’s configured agent, entering a name that clearly identifies the configured instance. For general instructions, see Configuring Templates and Documents in AI Agent Studio.

Review the generated workflow. The workflow includes the trigger, OTBI data retrieval steps, analysis logic, optional document step, and email notification steps.

Configuring Email Recipients

Update the email notification steps in the workflow with the appropriate email address or distribution list.

Use a distribution list when multiple staff members need to receive permit health notifications. Confirm that all recipients have access to the Permit Health Metrics dashboard so they can review the supporting data from the email link.

Configuring Runtime Values

Configure the values used when the agent runs.

Runtime Value Description

Threshold percentage

Defines the variance from the historical baseline that should be flagged.

Always send email

Determines whether the agent sends an email even when no abnormal trend is detected.

Look-back period

Defines how many days of data the agent reviews.

Choose values that align with your agency’s monitoring practices. For example, an agency might use weekly monitoring for operational review instead of frequent real-time execution.

Note:

The look-back period controls the data analyzed by the agent. It doesn’t control the default date range displayed when users open the Permit Health Metrics dashboard from the email link.

Scheduling the Agent

Add a schedule for the Permit Health Monitor workflow in AI Agent Studio.

Periodic monitoring is recommended. For example, your agency might schedule the agent to run weekly at the end of the week so supervisors and administrators can review permit health trends as part of regular operational monitoring.

After adding the schedule, review the workflow configuration to confirm that the schedule, runtime values, and email recipients are set as expected.

(Optional) Adding an SLA or Threshold Document

Permit Health Monitor can use an agency-specific document to provide threshold or service-level guidance. For example, an agency might define different acceptable variance thresholds for different permit types. The document is optional.

Use this document only when your agency wants the agent to consider agency-specific guidance during permit health analysis. All evaluated metrics are averaged weekly, so threshold or SLA guidance should also be expressed at a weekly level.
