Setting Up Agency-Level Options for Permits

Set up the Oracle Intelligent Advisor and configure the summary title and text for the Anonymous User Landing Page and the Registered User Landing page. You can also configure pending inspections, interactive voice response (IVR), plan reviews, and required comments for your agency.

To configure agency-level options for permits:

  1. Select Common Setup > Agency.

  2. Click a row on the Agency Information tab.

  3. Select the Features tab.

    Oracle delivers the list of offerings on the Features tab.

  4. Click Options for the Permits offering.

Setting Up the Oracle Intelligent Advisor

In the Oracle Policy Automation ID field, enter the unique identifier for the Oracle Policy Automation policy model to be used for this offering.

The offering-specific policy model that you specify here takes priority over any agency-wide policy definition that you enter on the main Agency Information page.

Defining the Landing Page Message

In the Landing Page Message Definition section of the Permit Options page, enter values for the following fields:

Message Title

Enter a short text version of the landing page message in a title format. If you leave this field blank, the value in the Label field on the Link Details page for the menu navigation link Online Permits is displayed.

Message Summary

Enter a longer version of the landing page message title in a sentence format. If you leave this field blank, the value in the Description field on the Link Details page for the menu navigation link Online Permits is displayed.

Button Content URL

Enter a content URL for the Read More button. Public users click this button to access the agency’s own permit information page, outside of Oracle Public Sector Permits. If you leave this field blank, the Read More button opens a dialog box that displays the Landing Page Message.

Note: If you want to link to a page outside of Oracle Public Sector Permits, you must enter a URL here.

Landing Page Message

Enter a welcome message in rich text to appear in a dialog box on the landing page, if a URL to access the agency’s page is not defined.

Configuring Pending Inspections

As part of the permit application review process, some agencies prefer to identify all required inspections and pre-schedule them as pending inspections. This enables applicants to view a list of all required inspections for a particular permit. Applicants can then use this list to track and manage inspection scheduling.

Use the Inspections section of the Permit Options page to configure how your agency handles pending inspections.

Enable Pending Inspections

Turn this switch on to enable agency staff to create inspections with a status of Pending. This status indicates that the inspection is required for the permit, but isn't ready to be scheduled yet.

When this switch is on, the Pending switch appears when requesting inspections. Agency staff can create pending inspections earlier in the life cycle of a permit than would normally be allowed. Pending inspections can be created for any permits not in a terminal status (Completed, Withdrawn, Void, Certificate of Occupancy, or Denied) or a pre-submittal status (Pending, Pending Payment, or Pending Submit).

Note: Applicants can't create pending inspections.

When this switch is on, a Pending tab appears on the permit-level Inspection List page, agency-level Inspections page, and the Task Management page accessed through the My Inspections link. This tab displays only inspections with a status of Pending. See Managing Inspections for a Permit, Managing Inspections for an Agency, and Viewing Assigned Inspections.

Enable Automatic Creation of Pending Inspections

Turn this switch on to automatically create pending inspections when a permit application is submitted. A pending inspection is created for each selected inspection type in the inspection group associated with the permit type of the submitted permit.

Note: This switch is available only if the Enable Pending Inspection switch is turned on.

Enable IVR

Turn on the switch when you're setting up an interactive voice response (IVR) system. See the section "Configuring an Interactive Voice Response System" in this topic.

Required Inspection Comments

Configure whether comments are required for permit inspections. Select an option:

  • None - Comments are optional.

  • All results and cancellations - Comments are required for all inspection results and inspection cancellations.

  • Cancellations and failed results - Comments are required for inspection cancellations and inspections that receive a failed result.

Configuring an Interactive Voice Response System

Your agency can set up an interactive voice response (IVR) system to allow registered public users to hear permit information and schedule inspections by phone. The IVR system provides for users to enter a 4-digit access code or PIN on the registration page that they'll use when they call into the system.

You must activate IVR in the permit options to integrate with the agency's IVR system. This option is not turned on when you initially set up your agency.

When you turn on the Enable IVR switch in the agency's permit options, you'll see the Enable IVR Access Code check box on the Public User Setup page. This setting determines whether an access code is required during user registration. The IVR Access Code field on the Register page and in account management is only available when you select the Enable IVR Access Code check box. Your agency can integrate with an IVR system and deselect the check box so that applicants can access IVR without a PIN, but Oracle recommends requiring a PIN.

Here are the steps for configuring an IVR system in Oracle Permitting and Licensing:

  1. Go to the Inspections section of the Permit Options page.

  2. Turn on the Enable IVR switch if your agency is integrating with an IVR system.

  3. Go to the Public User Setup page. See Setting Up Public Users.

  4. In the IVR Access Code section, verify that the Enable IVR Access Code check box is selected to require an IVR access code on the Register page. Deselect the check box to hide the IVR Access Code entry field on the Register page and in account management.

Configuring Plan Reviews

Use the Plan Reviews section of the Permit Options page to configure electronic plan reviews and define how your agency handles due dates and names for permit plan reviews.

Enable Cascading Cycle Due Date

When this switch is turned on, the due date that you enter at the plan review cycle level is automatically entered for any reviewer due dates that are blank. This includes the due dates for any reviewers subsequently added to the plan review.

Enable Default of Plan Review Name

When this switch is turned on, newly created plan reviews are given the name of the associated permit type by default. When this switch is turned off, the name of newly created plan reviews is blank and must be updated manually.

Enable Electronic Plan Review

Turn on this switch to support electronic plan reviews for permits. Your agency must integrate with Bluebeam Studio™ to use this functionality. When this switch is turned off, you can't start an electronic plan review.

Required Plan Review Comments

Configure whether comments are required for permit plan reviews. Select an option:

  • None - Comments are optional.

  • All decisions and cancellations - Comments are required for all plan review decisions and cycle cancellations.

  • Cancellations, approved with comments, and negative decisions - Comments are required when the plan review decision is Approved with Comments, Rejected, or Revision Required, as well as for all canceled plan reviews.
