In the Configure networking section, there are drop-down lists for:

--Virtual Cloud Network Compartment
--Select a Virtual Cloud Network
--Subnet Compartment
--Subnet

There is a check box Use Network Security Groups to Control Traffic, which is not selected.

There is an option Assign a Public IP Address, which is selected and surrounded by a red border.

There is an option Do Not Assign a Public IP Address, which is not selected.

There is an important note in an orange box with an exclamation point "Assigning a public IP address makes this instance accessible from the internet. If you're not sure whether you need a public IP address, you can always assign one later."
