Fan could fail if AC power is removed then restored in five seconds or less

Bug ID 15686289

When AC power is removed for five seconds or less, the system fails to power on and a /SYS/FB/FM# fan component might be shown as faulted.

Affected hardware:

Sun Fire X4170 M2 Server
Sun Fire X4270 M2 Server

Workaround:

Allow at least 10 seconds for AC power to discharge before restoring power.
