Oracle Cloud provides three distinct consoles you can use to manage the services and features of your Oracle Cloud Account. You'll be directed to a console depending on the Oracle Cloud services that you have signed up for.
Create and Manage Cloud Applications Environments
Most Oracle Cloud Applications administrators manage their applications environments in the Oracle Cloud Console. If you're not yet on the Oracle Cloud Console, you use the Oracle Cloud Classic (My Services) Console.

If you are using Oracle Cloud Infrastructure Classic services, then you can manage all aspects of your Cloud Account and services from the Infrastructure Classic Console.
