Deprecated. Embedded-oc4j being replaced by ADRS.

Returns a new instance of Oc4jConfigAdmin based on the IDE's settings. All status messages will be sent to the specified PrintWriter. If the PrintWriter is null, then messages are sent to System.out. If no messages are desired, pass in an instance of NullPrintWriter.
