Adds a Map indexed by String roleName of String[]s of user and group names for an application.

Parameters:

appRolesToPrincipalNames - A Map indexed by String roleName of String[] user and groupnames.

Throws:

SecurityException - if caller does not have the setPolicy SecurityPermission.
