Gets the value of the given attribute.

If the attribute is FND_ACFF_ConcatenatedStorage, the value will be the flexfield segments concatenated together.

KFFBaseViewRowImpl.DuplicateValueException - if the flexfield attribute has a list of values and the current value appears more than once in the list

FlexfieldJboException - if an error occurs while retrieving the value row
