About System Logs and Messaging

The syslogd command enables system message display and forwarding capabilities. It reads and forwards system messages to the appropriate log files or users, based on the priority of a message and the location of its system facility. While the syslog configuration file controls where messages are forwarded to, the syslogd command logs a time stamp for every message with interval minutes. Note that the default interval time is set to 20 minutes.

If you want to grant non-root users the privilege of maintaining log files, you can grant Log Management as a rights profile for that user. You can make that grant by using the –P option with either the useradd command for new users or the usermod command for an existing user.
