The session-scoped /atg/remote/assetmanager/preview/service/PreviewPricingService component specifies whether the Promotions Visibility window displays promotions that were not applied to the current cart in a multisite environment because they are not valid on the site that the preview user is currently browsing:

true, the left pane of the Promotions Visibility window includes the Ineligible promotions list.If
false, the left pane of the Promotions Visibility window does not include the Ineligible promotions list, only the Applied and Not Applied lists.
