There are several ways to create and add questions to content in the Developer.
Create a question in the Library: Questions created in the Library can be linked to one or more content outlines or added to assessments.
Add questions to an outline in the Outline Editor: Link new and existing questions to appear in the outline's table of contents. See Link a Question to an Outline in the Develop Questions section of the Enhance Content with Questions and Assessment chapter.
Add questions to an assessment using the Assessment Editor: Add new or existing questions to an assessment. See Add Questions to an Assessment in the Develop Assessments section of the Enhance Content with Questions and Assessment chapter.
Add questions to an assessment using the Assessment Coverage View: Analyze and balance assessments by adding new and existing questions to assessments using the Assessment Coverage View.
