The Properties toolpane has two views; Document and Concept. The default view is Document, which displays the properties for the document selected in the outline pane, in this case, the Hiding and Displaying the Ruler topic.
You can change the view in the Properties toolpane to view and modify the properties for the concept linked to a document.
