Adds an organizational unit that can group a collection of logical volumes on the Oracle FS System.

Volume Name: Identifies the name of the volume group. Valid volume group names consist of letters and numerals and can be up to 14 characters in length. Each volume group name must be unique within its parent volume group.
Parent Volume Group Name: Identifies the name of the top-level node in a nested volume group relationship.
