Enum to indicate if the customization is for a Globally shared Property in a PropertySet or a customization for a specific Service Instance. When a property inside a PropertySet is customized with reference to a ServiceInstance (as opposed to global) and if the property is referenced by the ServiceInstance via a PropertySetRef, then a copy of the entire PropertySet is created and the ServiceInstance starts referencing the new PropertySet.
