Due to dependencies between objects, you must migrate some objects before or after others. Table 4 shows a recommended sequence based on object dependencies.

NOTE: Assignment rule groups, Custom HTML head tag additions, field audit setup, modification tracking settings, and sales categories are independent of other objects and can be migrated at any point in the migration sequence. However, assignment rules cannot be migrated until the assignment rule groups have been migrated.
