There are several ways to create and add questions to content in the Developer.
Create a question in the Library: Questions created in the Library can be linked to one or more content outlines or added to assessments.
Add questions to an outline in the Outline Editor: Link new and existing questions to appear in the outline's table of contents. See Link a Question to an Outline in the Develop Questions section of the Enhance Content with Questions and Assessment chapter.
Add questions to an assessment using the Assessment Editor: Add new or existing questions to an assessment. See Add Questions to an Assessment in the Develop Assessments section of the Enhance Content with Questions and Assessment chapter.
Add questions to an assessment using the Assessment Coverage View: Analyze and balance assessments by adding new and existing questions to assessments using the Assessment Coverage View. See Work with the Assessment Coverage View in the Enhance Content with Questions and Assessment chapter for more information about using this view.

Assign Roles to Questions
If you are using roles to filter your content for different audiences, you can create questions that are role-specific and assign the applicable role or roles to each question. When you publish by roles, only the questions assigned to that role are included in the published output.
Note: If the questions are linked to an assessment, you must also assign the question roles to the assessment. For example, if different questions in the assessment are assigned to the Sales, Clerk, and Administrator roles, all of those roles must be assigned to the assessment if you want the assessment to appear in the role-specific published output.
