E2889 Cmd Rej: Duplicate Filter on a Network card is not allowed

The fltid specified should not be already associated with the card.

Recovery

1. Use the rtrv-ee-card command to see the filters attached to the card.
2. Use the rtrv-ee-flt command to see the filters configured in the system.
3. Re-enter the chg-ee-card command to attach a filter that is not already attached to the card.
