E2802 Cmd Rej: J7 Support feature can not be Enabled

If an ANSI or ITU-N24 SID is already provisioned, then the J7 support feature cannot be enabled.

Recovery

Delete the ANSI or ITU-N24 SPC from the system using the dlt-spc command.
Delete the ANSI or ITU-N24 SID from the system using the chg-sid command.
Enable the J7 support feature by using the following command:
```
ENABLE-CTRL-FEAT:partnum=893040801:fak=<feature access key>
```
